Owner/Management Responsibilities at and after Turn Over
The Responsibilities of the Owner and Contractor for security, maintenance, heat, utilities, damage to the Work and Insurance shall be as follows:
1.Contractor Responsibilities
1.1. Punch List
Completion and Acknowledgment: Ensure all punch list items are completed and acknowledged by the Owner and Management Company. Any remaining items with values and anticipated completion dates should be listed on the Certificate of Substantial Completion.
1.2. Final Inspections
Facilitation: Facilitate final Accessibility & Fair Housing inspections before Substantial Completion.
1.3. Utilities
Transfer: Ensure all dry and wet utilities are transferred to the Owner’s account and billing address at the time of turnover.
1.4. Security
Responsibility Transfer: Ensure the Owner is prepared to assume responsibility for security for designated portions of the Work at turnover.
1.5. Property Insurance
Coverage: Confirm that the Owner’s insurance is in place when the Contractor’s insurance is canceled.
1.6. Systems Training
Training: Provide operations information and training for equipment and systems in portions of the work turned over. Training to be conducted at Certificate of Occupancy.

2. Subcontractor Responsibilities
2.1. Equipment Training
Training: Provide training on select scope-related equipment. A video record of this training should be included in the close-out documents.
3. Operations Responsibilities
3.1. Keys and Access
Receipt: Receive all keys, key fobs, and garage door openers for the designated portion of Work.
3.2. Punch List
Sign-off: Sign off on all punch lists as completed. Attach any pending punch list items to the letter of substantial completion.
3.3. Temperature Maintenance
Seasonal Temperatures: Maintain unit temperatures at a minimum of 55 degrees in winter and a maximum of 78 degrees in summer to avoid damage. Failure to do so may be detrimental to the room finishes.
3.4. Unit Inspections
Weekly Checks: Inspect unoccupied units weekly to ensure the HVAC system is functioning properly and that all construction remains intact, showing no sign of failure. Notify immediately if any suspect moisture is found.
3.5. Final Inspections
Accessibility & Fair Housing: Facilitate final accessibility and fair housing inspections before Substantial Completion.
3.6. Utilities
Transfer and Billing: Ensure all dry and wet utilities are transferred to Owner’s account and billing address at turnover.
3.7. Security
Assumption: Assume responsibility for security for designated portions of Work at turnover.
3.8. Maintenance
Pools and Fountains: Provide maintenance for pools and fountains in the designated portion of Work.
Landscape: Assume watering and maintenance of landscape to meet warranty requirements of the Landscape contractor.
3.9. Systems Operations
Information and Settings: Ensure all equipment timers are set to desired times by onsite Maintenance staff.
Example: An item from previous owner walk-throughs that consistently requires field attention and is a common concern for property management. Advise the construction team well in advance before completion to avoid cost impacts or delays.
If the project is currently underway, please ensure that costs and schedules are not affected with changes.
Provide feedback for improvement or standardization before the start of future projects.
